The hard answer to give you is as long as it takes. So there is no right to a speedy investigation. There is no right to hurry up. There is no right to assert to say, “Hey this has been too long.”
That’s very little comfort, especially for people who’ve been under investigation for as long as or more than a year. When I was a prosecutor, we had a very big gang case that involved nine co-accused, and I believe it was about two years that they were under investigation before any charges were brought against the first person. So how long can you be under investigation? Really just as long as it takes.
