Colonel (Ret) Shuck’s journey as a legal professional is nothing short of extraordinary. He recently retired from active duty as one of the Army’s most seasoned litigators and jurists, with a profound understanding of military law. Throughout his illustrious military career, he has seamlessly transitioned between military justice roles–prosecuting, defending, and then presiding in over 250 general and special courts-martial as a military judge. He has successfully prosecuted felony and homicide cases while also defending Soldiers from the rank of E1 to O8 accused of misconduct.

Unlike most career judge advocates, Rob has been deeply immersed in the courtroom, having served in the courtroom at every stage of his career from Captain to Colonel. This unique perspective sets him apart as a legal advocate and makes him an invaluable part of our team.

What truly distinguishes Rob is his remarkable versatility. Over his career, he personally advised investigating officers, defense clients, and senior commanders on all aspects of military criminal and administrative law.  His experience extends beyond the courtroom, encompassing administrative separation hearings, flight evaluation boards, inspector general investigations, and administrative investigations. Rob’s comprehensive expertise ensures that he can adeptly handle a wide spectrum of legal challenges that military personnel may encounter.

Advocacy in the Face of International Scrutiny:

Rob’s passionate advocacy on behalf of his clients garnered international attention during the Abu Ghraib prisoner abuse scandal. His unwavering commitment to justice was reported by national and international news media and even cited in Seymour Hersh’s book, “Chain of Command: The Road from 9/11 to Abu Ghraib.” This exceptional dedication to defending the rights of his clients underlines his commitment to justice in the most challenging of situations, including international armed conflict.

Unparalleled Legal Education:

Robert holds a Master of Law degree in Military Law from The U.S. Army Judge Advocate General’s School, an accomplishment that underscores his dedication to legal excellence. He is one of the very few Army career judge advocates to receive the highest military justice professional development proficiency code, the “Master Military Justice Practitioner.” This distinction reflects his recognized exceptional mastery of military law.

He was hand-selected to train his fellow military judges from all branches of service, including the Coast Guard, on Uniform Code of Military Justice (UCMJ) procedures at worldwide military justice training events. Rob’s commitment to knowledge sharing is evident in the creation of a Knowledge Management website that is now widely used by 50 military trial judges and an internal Army blog on trial advocacy read by over 500 Army litigators around the world. Known for his dynamic and relevant advocacy training presentations, the Army Trial Counsel Advocacy Program annually requested Rob provide the judicial perspective block of instruction to all junior Army prosecutors and defense attorneys at the annual Basic Trial Advocacy Course.

A Career of Leadership and Service:

Throughout his career, Rob has displayed exceptional leadership and commitment to the legal community. His roles as a circuit military judge at Fort Riley, Kansas; Camp Humphreys, South Korea; and Fort Bliss, Texas, culminated in his selection as the Chief Circuit Judge for the Western United States, Alaska, Hawaii, Japan, and Korea—the most extensive and demanding judicial circuit within the Department of Defense.

Awards and Recognition:

Rob’s extraordinary legal skills have not gone unnoticed. He was honored as the Jurist of the Year 2021-2022 by the George A. McAlmon American Inn of Court in El Paso, Texas—an unprecedented recognition for a military judge. This acknowledgment reflects his outstanding contributions to the field of military justice.
